Tills & Belgian law

What the law expects from your till

Belgian rules in plain English: who needs a certified cash register, what applies to every shop, and how Kassavera helps you comply.

Certified cash register systems (SCE/GKS, the “black box”): who needs one?

In Belgium, the certified cash register system (SCE in French, GKS in Dutch) with a fiscal data module (FDM, the “black box”) and VSC card is mandatory for hospitality businesses whose revenue from meals eaten on the premises exceeds €25,000 excl. VAT per year (drinks excluded), and for caterers under the same conditions.

The government has announced that the obligation will be extended to other sectors in the coming years. The rules change: always check your situation with your accountant.

Kassavera is not an SCE-certified system

Today, Kassavera is for businesses that are not subject to this obligation: retail, grocers, bakeries with no on-site eating, boutiques, florists, takeaway and delivery, services… A certified version is planned: Kassavera was designed from day one to accommodate it.

Rules that apply to every shop

  • 5-cent rounding of cash payments (since 1 December 2019). Electronic payments are not rounded.
  • Mandatory electronic payment: since 1 July 2022, every business must offer consumers at least one electronic payment method.
  • €3,000 limit on cash payments.
  • VAT at 21 %, 12 %, 6 % or 0 % depending on the product, with prices displayed including VAT.
  • Retention of accounting and VAT records for 10 years.
